Rozafa Ukimeraj Çuni is a legal and governance expert with more than 20 years of experience advancing democratic governance, rule of law, and citizen participation in Kosovo. She has held senior leadership roles in government, including Secretary General of the Ministry of Local Government and of the Ministry of Defense, where she promoted institutional transparency, public accountability, and gender equality in decision-making. Rozafa has contributed to key reforms in local governance that strengthened municipal accountability and ensured participatory practices centered on citizen voices. She played a critical role in Kosovo’s first peacekeeping co-deployment alongside the U.S. Army, reflecting her commitment to international cooperation and security. Rozafa also contributed to the EU-facilitated dialogue process between Kosovo and Serbia, supporting peaceful conflict resolution and regional stability.
